CONFUSION has reigned since last April when building regulations in England and Wales were changed to stipulate that all new replacement domestic boilers must be the high-efficiency type, so called 'condensing' boilers. Competent installers are adhering to the provisions of the new legislation. However, many have reported consumer resistance, with homeowners wrongly concluding that they are being conned into replacing their old boiler with a more expensive condensing boiler. To help overcome the lack of awareness about the changes to the building regulations, the Heating and Ventilating Contractors' Association (HVCA) has released a free DVD entitled Your Boiler - Your Choice. Produced by the HVCA, in collaboration with the Council for Registered Gas Installers (Corgi) and other industry partners, the DVD is designed to help educate consumers about high efficiency boilers - and to cut out the cowboy installer. Robert Higgs, chief executive of the HVCA, said: "This isn't a case of our members trying to extract a higher price for the job - as responsible and competent installers they are simply complying with the new legislation. "If they didn't, the local authority could take action against them and they could jeopardise both their Corgi registration and association membership. "Importantly, we feel the DVD will go a long way to explaining the long-term benefits of high efficiency boilers while helping the consumer steer well clear of less scrupulous cowboy installers." The HVCA and its partners incorporated advice and guidance provided by the Office of the Deputy Prime Minister, the Department of the Environment, Food and Rural Affairs and the Energy-Saving Trust in the making of the DVD.
